Motion to support language on shared governance in Master Agreement

Whereas, shared governance is vital to a healthy university;

and, Whereas, the University Faculty Senate is the principal representative agency of the faculty;

and Whereas, United Faculty has proposed that the following language be inserted into the Master Agreement:

Section 1.2 Shared Governance:

The Iowa Board of Regents and United Faculty recognize the unique roles and responsibilities of the University of Northern Iowa Faculty Senate. We recognize that Faculty Senate consultation in the decision-making process regarding educational policy and curriculum, standards for granting of academic degrees and academic credit, personnel decisions that can modify the faculty's professional identity, professional quality, working environment, budgets, programs, and methods of teaching is important. The parties recognize the necessity of a collegial governance system for faculty in matters of academic concern. It is mutually desirable that the collegial system of shared governance be maintained and strengthened so that faculty shall have a mechanism and procedure, independent of the collective bargaining process, for making recommendations to appropriate administrators and for resolving academic matters of concern to the faculty. 

 

 

Section 2.0 Address the Board
United Faculty shall have the right to address a regular meeting of the Board for at least ten (10) minutes at least twice per year. Any additional requests shall be granted if three (3) days notice is given unless a majority of the Board in a public vote denies the request for specific reasons publicly stated.

Therefore, be it resolved that the University Faculty Senate support the inclusion of proposed Section 1.2 and proposed Section 2.0 in the Master Agreement.

Resolution to Exempt Faculty Work from the University Relations Style Manual Requirements

Whereas Faculty create a wide variety of original materials as they fulfill their teaching, scholarship and service responsibilities to the University;

Whereas Faculty are the most appropriate individuals to determine how those materials are designed given the specific goals for which the Faculty have designed those materials;

Whereas the Visual Identiy and Style Guide was created by The Office of University Relations, a non-academic unit of the University;

Whereas there was no consultation with the Faculty Senate prior to the establishment of the Visual Identity and Style Guide by the Office of University Relations:

Whereas the Office of University Relations has used the Visual Identity and Style Guide as a standard to reject duplication orders from Faculty for materials created by Faculty in the manner deemed most appropriate by Faculty (e.g., faculty orders for duplication using shades of yellow; orders in which the phrase, "a range of colors" was used were rejected until colors had been specified);

Whereas the Office of University Relations has required irrelevant changes in Faculty created materials (e.g., replacing "September" with "Sept." on a flier) so said materials are in alignment with the Visual Identity and Style Guide;

Whereas the refusal of University Relations to follow Faculty instructions without question regarding materials duplication has created additional work for both Faculty and Staff within various academic units;

Whereas this additional Faculty and Staff work to accommodate requirements by the Office of University Relations constitutes a poor use of Faculty and Staff resources in academic units, and Staff resources in University Relations;

Whereas the refusal of the Office of University Relations to accept duplication orders out of alignment with the Visual Identity and Style Guide has delayed the timely reproduction of Faculty created materials, and in some cases forced Faculty to duplicate materials at their own expense in order to have the materials they want in a timely fashion;

Whereas these actions of the Office of University Relations constitute an unnecessary, inappropriate, and distruptive intrusion into the work of Faculty and Staff in academic units;

Action: 

Therefore, be it resolved that Faculty materials associated with their teaching, scholarship, or service work be exempted in full from the Visual Identity and Style Manual requirements;

Be it further resolved that The Office of University Relations cease all review of Faculty created materials developed for the purposes of teaching, scholarship, or serve (except in those cases in which Faculty explicit ask for such review) and abide promptly and without question with the actual duplication orders placed by Faculty.

EPC Recommendation regarding changes to the Electronic Devices Policy

The EPC has meet regarding the request by the President's Cabinet to modify the Electronic Devices Policy.  Specifically, Tim McKenna stated the following in an email to Scott Peters and EPC Chair Gayle Rhineberger-Dunn, dated August 10, 2012.  "...the President and Cabinet want the policy to include the emergency/safety-related statement or language in the policy as soon as possible, but no later than the end of the fall semester 2012."  The safety-related statement or language refers to a "language in the policy that said the instructor should allow some means of emergency communication to the classroom.  For example, if an emergency alert is sent to everyone's cell phone and email, the instructor and class should be aware of it; that might be through the instructor's use of a personal cell phone or the designation of a student to keep a communication line open for that purpose" (email communication from Ginny Arthur, dated August 8, 2012.  The EPC needs to present its recommendation regarding this requested change to the policy.

Therefore, be it resolved, that the Faculty Senate approve the EPC's recommendation to require the University to provide appropriate means of emergency notification in the classroom.
