Facts:

A new and more formalized faculty evaluation process (including post-tenure review) is in the process of adoption by the university that includes new standards of accountability for all faculty. A parallel system of accountability is proposed for administration, starting with department heads. Previous work on this issue was completed by a committee of administrators and a subcommittee of the Faculty Handbook Committee in 2017-2018. A new committee comprised of three faculty and three department heads was directed by the Faculty Handbook Committee to complete this task in 2018-2019. The attached proposal reflects the last draft of this committee after consulting with other bodies (see attached)
